The concept behind these type of lists is that it’s a very linkable material (link bait), since it draw interest and very much attract bloggers and readers to link to it or share it.
But another tactic that I’ve been exploring for the past few months that I’ve also found to be effective is linking out to other informative blog posts or basically doing curated posts, given that it gets other bloggers attention and you are also offering valuable resources to your readers. It can naturally build links as the bloggers that you’ve mentioned on your post will voluntary share your content through their own networks.

I liked your points until I got to #5. I know this is a great tip, until it happens to you, and you see all your competitors crowding the websites your you have links, also spamming or leaving lots of unrelated comments on blogs you often read, guest posting on the same website and sometimes they even go so far as copying the articles you are using to promote yourself and use them for their own purpose.
I am not saying that I don’t agree, because it’s a great tip, but I think it should be done with moderation 🙂

Tip #1 is probably my favorite. Another great one (that’s really similar to tip #1) is participating in guest interviews on popular blogs. When someone interviews you, it will often generate a lot of traffic to your own blog (and quality inbound links too).

These tips are the basic foundation of a solid linking strategy. On tip #3, I would say that my chief frustration is seeing lists (mostly top 10s or 15s or 20s) that repeat the same links over that I’ve seen on other sites; if everyone’s putting it on their list, it doesn’t seem to create much value to put it on yours. That said, I think your 101 idea will likely stand out more (and of course, requires more thought and work)….I guess provided the first 10 or 15 don’t start out with what everyone else has : ).
