After about 2.5 weeks of calling the Adcenter customer support I finally got an answer today. MSN Adcenter displayed ads that I had paused a week back. Apparently their system cannot pause the ads the moment you click on pause , ( They actually told me that their system was not as advance as Google to pause ads instantly ) the ads stop after about 2 hours of displaying & burning your PPC budget. And in extreme cases it can keep running till you figure it out and call their help centre to stop it.
My ads kept running till I happen to see them on MSN search. The ads wont stop till they figure it out which may take 5-7 days ( which I was told during my initial conversation with them ) or may take 2.5 weeks like in my case. They refunded me USD 39.70 for the ads that generated clicks after they were paused.
Their system is in a total mess, if you advertise with them I can only recommend you to keep a tight watch on your displayed ads. I ve stopped all my PPC campaigns on MSN after this incident.

Wow that sounds pretty unproffesional from MSN. Why didn’t you use Google Adwords instead? Was it because you had coupons for adcentre?

That sucks man. I have yet to try ppc at all, but it’s safe to say thanks to your post I’ll stay away from MSN, or at least be VERY careful.

There is no doubt buddy Adcenter do suck. It can not compete with Adsence
Even your case makes me sure that I was right when choosing GoogleAds. Microsoft may be good at making software but it definitely falls behind in web advertising.
I have actually heard sories about that! Ha , if it says it’s paused , it should be paused! I had the problem, of them putting mine on budget pause. To fix that, I just had to raise my monthly budget.
